What seems to be the problem with this? If your database and filesystem support utf8 it should work

I have image name Ракета.jpg, when i save I get raketa.jpg but need Ракета.jpg

Haven't tested this but from what I remember this plugin uses the same function from Joomla that is used to make aliases in Joomla, so you would need to set in global configuration - SEO settings - Unicode Aliases to Yes, so it would not transliterate them to latin anymore.
