Internal Server Error when installing importer 1.13.0

When I attempt to install com_cck_importer_1.13.0 I am returned with the following error:

Internal Server Error.

I am running Joomla 3.9.28.

When I attempt to update it on the Update page, I receive the following error:
Failed to extract file: index.php_option_com_cck_task_download_collection_seb_item_downloads_xi_0_file_seb_item_gx_file_id_28
