With the Email field it is possible to send out notifications to designated users.
This works fine if there is only one user in charge of making decisions about the content item.
I do need, however, to build a workflow in which a notification is sent ti User A for approval and then to User B if User A has approved the item.
So, basically the second notification must be fired to User B when the status of the item changes from Pending to Approved by User A.
Is this achievable simply by using conditional states in the 5th modifier?

yes, conditional states should work. Otherwise you can use one of restriction plugins e.g. seblod fields
