After updating from 3.15.0 to 3.16.2,
I'm getting an Error 500 (only) when accessing the Control Panel,
even with all plugins disabled.

Hi,
you need to check what the real error is, error 500 indicates that some protection system like mod_security is blocking access t the page with real error. Your hosting provider should be able to help you.
