I am using Seblods multisite functionality to create a family of sites. However, when a particular multisite is turn to offline in the site manager, the front end of that site turns to a blank screen as opposed to an offline message. Makes developing and launching my family of sites difficult, as I cannot work offline very well unless I turn all of the sites offline in joomla's global configuration. Has anyone else experienced this, or better yet does anyone have a fix?

The "offline" message is not taken into account with multisite feature. Please report it in the tracker as a feature request.
You can just put a static html file at the root of a site which display what you want in regards of the domain name.
